Position: Supply Chain Manager

Location: Glasgow with flexible working

Our Client: Is an integrated design and build solution provider operating in the water sector. They have over 1,000 staff working across eight regional centres, primarily supporting six long term water sector frameworks operating both as on their own and increasingly in joint ventures and alliances.

ESD is a Joint Venture formed to manage, design, and deliver Scottish Water’s Q&SIV Non-Infrastructure Programme.

ESD is fully integrated and staffed by secondees from all parent companies on a best person for the job basis.

The JV was formed early in 2015 from three parent companies who are heavily committed to the water sector, working in Scotland and for Scottish Water. Equally important, the three companies have long standing relationships that have successfully delivered over £2bn of programmes and projects together under various joint venture and alliancing arrangements.

Our client has secured the SR21 contract running through to 2027 worth approximately £650-850m and is the only Tier 1 contractor engaged to deliver non-infrastructure design and build works covering all of Scotland

Purpose of role: Our client is looking to strengthen their Procurement team with a Supply Chain Manager. Based in Glasgow you will be working on programmes in Scotland, ensuring that key subcontractors are engaged early to unlock supply chain value and drive out waste through supporting and contributing to such initiatives as; standard solutions, digital delivery optimisation and driving business simplification.

Responsibilities: You will report directly to the Head of Procurement and the responsibilities will include:

Assist with the development and delivery of the strategic direction.

Implement new procurement frameworks for key construction activities.

Manage the maintenance of an approved supplier database

Monitor and manage the performance of suppliers to ensure that the company continues to use those providing the best delivery service levels

Proactively manage client mandatory frameworks

Contribute to the management of the procurement process, ensuring compliance with processes, policies, and procedures.

Take part in both internal and external audits, and be responsible for resolving any findings

Assist in the resolution of escalated supplier performance issues and disputes

Develop and maintain strong, added value relationships with our supply chain

Ensure that the supply chain is competent in health and safety, quality, and environmental management, including carbon reduction strategies.

Negotiate commercial terms, conditions, and levels of service (including KPI’s) with suppliers

Manage key procurement items from tender stage through to delivery.

Liaise with other departments to ensure that project and framework level procurement plans are in place.

Assist with the development and implementation of standardised subcontract documentation

Experience: Several years senior level experience of Procurement and Supply Chain in the construction/utility industry

Knowledge of NEC3 and/or NEC4 contracts/subcontracts

Ability to work to deadlines and prioritise work in a demanding and commercially complex environment

Computer literate (use of excel, word, PowerPoint)

Supplier auditing and expediting experience


A working knowledge of UK water sector suppliers.

Experience of working within a joint venture and/or framework environment

MCIPS or willing to work towards

Management/leadership experience

Knowledge of Oracle purchasing and costing system
