Our Client: Our Client is an integrated design and build solution provider operating in the water sector. They have over 1,000 staff working across eight regional centres, primarily supporting six long term water sector frameworks operating both as on their own and increasingly in joint ventures and alliances.
The Role: ESD is a Joint Venture formed to manage, design, and deliver Scottish Water’s Q&SIV Non-Infrastructure Programme.
ESD is fully integrated and staffed by secondees from all parent companies on a ‘best person for the job’ basis.
Our client has secured the SR21 contract running through to 2027 worth approximately £650-850m and is the only Tier 1 contractor engaged to deliver non-infrastructure design and build works covering all of Scotland
Purpose of role: Responsible for leading daily activities across functions such as PMO, information management, client reporting, business improvement, IT, quality assurance, governance and regulatory compliance.
This will include implementing policies, managing associated business risk, and implementing technology solutions.
Ultimately, you will coordinate and lead a range of key operational teams essential for efficient service delivery
Principal Duties: Proactively provide advice, strategic challenge, overview and scrutiny to ensure alignment with ESD wider policy to deliver ESD’s strategic priorities.
Set up and manage a business-wide programme office (PMO) to align projects across all business areas and maintain a single programme view.
Manage several teams within the function encompassing Programme Management, Programme Control & Reporting, Governance, Risk Management, Systems and Processes.
Ensure that strong governance and reporting processes are maintained to enable full visibility and successful management of programme deliverables, risks, benefits and opportunities.
Provide the appropriate challenge to the business, to ensure the quality of information reported is accurate and aligned with the ESD programme’s direction.
Initiate and develop good relationships with key stakeholders across the programme workstream and wider organisation to define and implement the programme management framework.
Analyse data, interfaces and critical dependences across the total delivery area, as part of an ongoing process of improvement and effective assurance.
Ensure that all change-related risks are accurately reflected in the Corporate Risk Management process and shared with the relevant areas of the business.
Develop and implement a benefits-tracking methodology across all projects, aligning with business objectives and agreed regulatory commitments to ensure full transparency of reported results.
Work closely with SW PMO to produce accurate and mutually defined project and programme data.
Support the COO with developing the annual business plan and key JV and SW monthly reports.
Implement and maintain an efficient operational, business, and portfolio management practice to ensure that the COO receives timely and accurate progress reports, financial data and other performance information.
Work with business functions to improve the quality of reporting and agree management dashboards.
Key Attributes: Strong leadership skills
Broad knowledge of business operations (ideally including water, utilities, JV’s, frameworks or other service sectors)
Strong commercial awareness, driving improvements to meet both commercial and technical objectives
Extensive background in programme management
Able to evidence a well-structured, systematic approach to identify and analyse problems, understand risks, and implement appropriate solutions.
Committed to productivity and compliance
Highly collaborative, with strong communication, negotiating, engaging, and influencing skills to develop and maintain robust relationships with all parts of the business.
Track record in creating positive outcomes in similar environments.
Experienced in leading and coaching a team.
Excellent inter-personal, communication (written and oral), and negotiating skills with a keen eye for detail.
Experience: Extensive experience in operations and business management
Comprehensive track record in Programme Office or Delivery Management disciplines and working in a PMO.
First-hand experience of transformational business change.
Membership of a recognised body preferable (Association of Project Managers/Practitioner MSP/Prince2/P3O/PPSO/ITIL).
Advanced Microsoft Office skills.
